Scotland Outlook 2023

The national tourism strategy Scotland Outlook 2030 was launched in March 2020. 

It was developed through a partnership between the Scottish Tourism Alliance, Scottish Government, VisitScotland, Scottish Enterprise, Highlands and Islands Enterprise, and Skills Development Scotland. The strategy was shaped by a Strategy Steering Group made up of representatives from the industry, public bodies, and partner organisations, alongside feedback from around 2,500 stakeholders. 

The strategy aims to take a sustainable approach to tourism, ensuring that delivering a world-class experience does not negatively impact the communities and environments that make Scotland a must-visit destination.

A vision for Scottish tourism

We want Scottish tourism and our communities to champion collaboration, lead on innovation, and promote local areas and events, whilst ensuring that tourism is recognised for the positive benefits it brings to Scotland. 

The strategy's vision is for Scotland to become the global leader in 21st-century tourism. Four key priorities have been outlined as the foundation of the strategy, each with a set of measurable commitments which will be delivered by government, industry, private and public sector with Scotland’s communities. The four priorities are: 

  • Our passionate people 

  • Our thriving places 

  • Our diverse businesses 

  • Our memorable experiences

Tourism and Hospitality Industry Leadership Group

In 2022 the Tourism and Hospitality Industry Leadership Group (THILG) was set up to champion Scotland Outlook 2030 and help drive Scotland’s ambition to be a world leader in 21st century tourism. The THILG also looks at how tourism fits into the National Strategy for Economic Transformation (NSET). 

The Tourism and Hospitality Industry Leadership Group brings industry representatives together with those from public agencies. The group will support work to grow the value and enhance the benefits of tourism across Scotland. At the same time, it will deliver the very best for visitors, businesses, and communities.
